Scenic and historic roads from OpenStreetMap, one map per region, with an independent checkbox for each layer. Each layer unions the DESIGNATED routes - which OSM models as route relations carrying a network tag (US state scenic-byway networks, US:NHT National Historic Trail auto-tour routes, US:auto_trail) - with the per-way tags scenic=yes and historic=*. In North America the designated routes carry roughly 10x the scenic road-km and 26x the historic road-km that the per-way tags do. COVERAGE IS WILDLY UNEVEN BETWEEN REGIONS, and these maps show that rather than hide it. Measured road-km, scenic / historic: North America 50,891 / 51,513 - Europe 4,009 / 25,319 - South America 0 / 2,796 - Asia 1,853 / 2,693 - Australia & Oceania 993 / 515 - Africa 21 / 96. Two different conventions are at work: the scenic-byway network is essentially North American (OSM has no scenic-road route type at scale - route=scenic_route is 3 relations worldwide), while roman_road and hollow_way are essentially European. A road missing from a layer is UNTAGGED, not un-scenic and not un-historic; outside North America and Europe these maps measure mapping effort at least as much as they measure roads.
