Coverage is crowd-sourced and very uneven BETWEEN CONTINENTS: the scenic-byway network convention is essentially North American (OSM has no scenic-road route type at scale - route=scenic_route is 3 relations worldwide), while roman_road and hollow_way are essentially European. A road absent from a layer is untagged, not un-scenic and not un-historic. Geometry is simplified by about 33 m, under one pixel at these zooms.
